No Cookie Links Change Range Allowed

Part of NoCookieRestrictions to block WikiSpam. This option restricts the change in the number of links that a user without cookie information can do in a single edit. The variable takes an integral ValueRange.

NoCookieLinksChangeRangeAllowed=0,0 (example: may not add or delete links)
NoCookieLinksChangeRangeAllowed=0;1 (example: may not delete a link, may add one link)
